Journal Article 2024 04 24 In the global environment, government-people participation has become an important tool for achieving the potential of both sectors to provide optimized services. Based on Islamic teachings, the participation of the people with the government is also considered one of the fundamental principles of governance and a religious duty. This research seeks to answer the question of what the model of government-people participation is from the perspective of Nahj al-Balaghah's teachings, and how the roles and duties of each stakeholder in the aforementioned participation are defined. To conduct the research, a qualitative content analysis method was used. The results of the research indicate that effective participation follows a three-layered model. The first layer includes philosophical and insightful components, forming the foundation of participation. The second layer encompasses prerequisite and essential components for implementing participation, and the third layer addresses the duties and responsibilities of the parties involved in participation. Paying attention to the role and implementation of all components in all three aforementioned layers is important and effective in ensuring effective participation. It is hoped that the results of the present research will be effective in creating optimal participation between the government and the people in Islamic societies. در محیط جهانی، مشارکت دولت و مردم تبدیل به ابزاری مهم برای دستیابی به پتانسیل‌های هر دو بخش مذکور به‌منظور ارائه خدمات بهینه‌شده است. بر اساس تعالیم اسلامی نیز، مشارکت مردم با دولت یکی از اصول بنیادین حکمرانی و نوعی تکلیف دینی محسوب می‌شود. این تحقیق به دنبال پاسخ به این پرسش است که الگوی مشارکت دولت و مردم از منظر تعالیم نهج‌البلاغه چگونه است و نقش و وظایف هر یک از ذینفعان در مشارکت مذکور چگونه تعریف می‌شود. برای انجام پژوهش، از روش کیفی تحلیل مضمون، استفاده‌شده است. نتایج تحقیق حاکی از آن است که مشارکت اثربخش، از یک الگوی سه لایه‌ای تبعیت می‌کند. به‌طوری‌که لایه نخست، مؤلفه‌های فلسفی و بینشی را شامل می‌شود و بنیاد مشارکت در بستر آن شکل می‌گیرد. لایه دوم، مؤلفه‌های پیش‌شرط و ضروری جهت پیاده‌سازی مشارکت را دربر می‌گیرد و لایه سوم، به وظایف و تکالیف طرفین مشارکت می‌پردازد. توجه به نقش و پیاده‌سازی کلیه مؤلفه‌ها در هر سه لایه مذکور، حائز اهمیت است و در تضمین مشارکت اثربخش، مؤثر می‌باشد. امید است نتایج پژوهش حاضر، در ایجاد مشارکت بهینه بین دولت و مردم در جوامع اسلامی مؤثر باشد. https://www.nahjmagz.ir/article_228992_8a70c9bcd1ef19893db7ee7c8d41c6be.pdf
