All political systems consist of two parts; structural and functional. In general, eight axes can be defined under these two parts. The structural part includes “necessities and goals, elements of the political system, political boundaries and power network”. In the functional part, “decision-making center, sphere of authority, flow or process of power and feedbacks” are included.Sermon 164 of Nahj al-Balagha, delivered by Amir al-Mu'minin Ali (AS) during one of the most critical political situations of the Uthman regime, covers all eight aforementioned axes and can provide an example of the Islamic perspective on the structure and functioning of a desirable political system.In this article, the structure and function of the Islamic political system have been reviewed in a descriptive-analytical manner, with emphasis on Sermon 164 of Nahj al-Balaghah. In the end, it has been concluded that the aforementioned sermon confirms the theory of the eight axes of the political system in two structural and functional parts. Of course, these axes have been emphasized by Imam Ali (AS) sometimes in detail and sometimes through Sermon 164.
